The conference format will be workshops on Monday, February 25 with general sessions and clinic sessions on Tuesday and Wednesday, February 26-27.

Monday workshop participants will have the option of choosing among the following three topics:

On Tuesday, February 26, the general session will be presented by Lewis Diuguid, Author, A Teacher’s Cry: Expose the Truth About Education Today, and Vice President for Community Resources, Kansas City Star. After lunch, Dr. Sally Vaughn, Deputy State Superintendent and Chief Academic Officer, MDE, will speak on MDE Initiatives.

On Wednesday, February 27, the morning general session, Rigor at Risk: Reaffirming Quality in the High School Curriculum, will be given by Cynthia Schmeiser, President and COO, ACT Educational Division.
 
On Tuesday and Wednesday, choose from 36 clinics addressing practical assessment issues at the classroom, district, state and national levels.

Cash Management

This session will develop specifications for the selection of banking and other financial services, teach you how to apply the concept of compensating balances, comprehend procedures and legal constraints for cash collection and disbursement, analyze monthly internal transfers and loans, prepare a cash flow analysis and identify and deal with fraud and abuse.

Technology for the Business Manager

This session will assist the Business Manager in promoting the development of staff training in technology for the school district. It will focus on developing long-range planning for the school district, while assigning appropriate specifications for technology purchasing. Technology infrastructure contracting for the school district, evaluating the cost benefits of producing information in relation to organizational value, and ensuring that appropriate security is maintained will also be discussed.

Accounting Manual/Chart of Accounts

Participants will learn: what every school employee with payroll/personnel responsibilities should know about the 1022 Accounting Manual, such as how to account for payroll division of state and federal programs and compensated absences and averages and how to monitor the budget.

Grant Writing

This session will cover the basics of grant seeking and grant writing, including information on sources of funds. Participants will learn: practical tips on writing good proposals, including format, submission guidelines and process; grant seeking process and timelines; how to apply research skills to identify suitable grant sources; and valuable web sites, organizations and resources for identifying available grant dollars.

This workshop will address a definition of quality classroom assessment, proper use of formative and summative evaluation, how different achievement targets are most appropriately assessed and how to avoid some of the pitfalls of conventional testing.

Technology For Human Resource Management

This session reviews the necessary reports a human resource specialist files, such as the Registry Educational Personnel (REP) report. You'll also understand employee leave and seniority list, and review the impact of No Child Left Behind (NCLB) and Highly Qualified Teacher (HQT).

MI Electronic Grants System & MDE Cash Management System
February 21, 8:45 am - 12:00 pm
Location: LCC West, Lansing
The Grants Cash Management Reporting System (GCMRS) has been replaced by a newly developed application called the Cash Management System (CMS). This system allows recipients of federal and state grants (excluding State School Aid) to report expenditures and request cash via the Internet. In October 2006, four special education grants were initially transitioned to the CMS. The CMS has successfully processed funds request and payment authorization for those grants with no significant issues. This session will review the MEGS and CMS systems, look at the different data fields and provide direction to avoid errors in submissions.

Single Records Student Database
February 21, 12:45 pm - 4:00 pm
Location: LCC West, Lansing
Data submitted by school districts via the Single Record Student Database (SRSD) include discrete information about individual students such as age, gender, race and ethnicity and program participation. The data collected via the SRSD will be used to meet the reporting requirements of the federal No Child Left Behind Act of 2001, including the determination of Adequate Yearly Progress (AYP).  This session will review each data field and discuss the need for quality data and help attendees avoid data submission errors.

Financial Information Database
February 28, 8:45 am - 12:00 pm
Location: LCC West, Lansing
Each fall, districts use the Center for Educational Performance and Information's Financial Information Database application to submit information from their annual financial reports, balance sheets, revenues, district expenditures and school expenditures. Also, indirect costs will be reviewed. This session will help you understand the data that was already submitted and how it is being used.

School Infrastruture Database (SID)/School Code Master (SCM)
February 28, 12:45 pm - 4:00 pm
Location: LCC West, Lansing
The School Infrastructure Database contains information about technology (hardware, networks, connectivity, distance learning, etc.) and school structure (physical construction, capacity and use elements). Crime and safety data is also been included. Come to this session and learn what data should be entered into each field and how you can avoid any errors in submission.
